“Sava Dobroplodni” Regional Library  has been built up in 1955 by the decision of the Council of ministers. It became a depository library for scientific, scientific-popular and children literature in 1995. On the 1st of July 2000 by the decision of the Council of the ministers she gained the statute of a Regional library - a main culture, scientific and informational centre in the Sliven region.

At the beginning of the 20th century Sava Dobroplodni” Regional Library  in its daily activities combines traditional methods of work with the new ones – more dynamic and constructional changed. It supplies citizens of Sliven and the region with an unique multiple fund of monographies, reference books, periodicals, music and graphic issues, pictures, gramophone records, cassette records, cds, slides, film strips, videos and other materials, numbering more than 330 000 library items. Especially valuable is the fund of early printed books. All the books have been printed in the period of 1806-1878. The Library is an archive of local press and a centre of reference-bibliographical and informational activity and bibliography of homeland, a regional centre for interlibrary services. It is also a methodical and a co-ordianting centre for all types of libraries in the Sliven and Jambol regions.

The Library serves over 8 000 readers yearly, over 146 000 visits of readers are registered and more than 294 00 library items are got out. Over 10 000 issues and new carriers of information are obtained yearly.

Providing free Internet access for library users and the new informational technologies the library becomes a part of the informational society without borders. The Library sets at its readers disposal an Internet reading-rooms /10 computers/ and also two local automated networks / 41 computers/ for a free access of library specialist and readers to the library data. A Regional Eurodesk Centre, sponsored by the “Youth” program of EU, serves readers in the Centre for Foreign Languages /at the Library / since December 2004, supplying them with any information about work, education and projects , concerning young people in EU.

Sava Dobroplodni Regional Library presently develops numerous international projects in co-operation with other international organizations and libraries abroad. Library’s partners in different projects are: Regional Library in the town of Gera /Germany/; Public Library – town of Cuopio /Finland/; City Libraries in towns of Pech /Hungary/, Chalokioz /Slovakia/and Pilzen /Czech Republic/; District Library in Ternopol /Ukraine/; Organizers of the International Children Festival “Zmajeve Dechje Igre” – Novi Sad /Serbia/, Andersen Festival /Sestri Valente, Italy/, European Agency for Development - /Genoa, Italy/, the Andersen Festival / Sestri Levante, Italy/, The Festival of fairy-tales /Berlin, Germany/ etc.

“Sava Dobroplodni” Regional Library is the main organizer of the only one in Bulgaria Children’s Book National Festival since 1999. The Festival is an unique event in the country’s culture life. The main objective of the organizers is to give an opportunity to all Bulgarian and foreign participants in the process of creating and distributing children books to meet each other every year and to discuss the present state and future state of children books publishing, to outline problems, which concern it, to trace out directions for increasing children interest in books and reading, coming into a competition with the new mulitimedia products, as well as  to provoke children’s imagination for creating.

In its more than 50  years history the “Sava Dobroplodni” Regional Library  has been awarded various prizes for its contribution to library and informational activities. One of them is the “St. St. Cyril and Methodii “ order Ist class. For organizing the Children’s Book National Festival the Regional Library has been awarded with the prestige reward “Hristo G. Danov” in June 2000 as a contribution in Bulgarian literature and culture and a diploma from the Ministry of Culture in May 2001 and May 2003. For its work with children and for creating interest in books and reading in children, for organizing and carrying out the Children’s Book National Festival the library was awarded a medal and a diploma on the 47th International Children Arts Festival “Zmejeve dechje igre” /Novi Sad, Serbia/. In December 2005 the library has been awarded a diploma by the Ministry of culture for an achievement in the field of Bulgarian library work.
